We provide support for in the region of 500 people every year to help them to recover from a period of ill health or a stay in hospital.
This support allows people to become fully independent again in around 80% of cases. It prevents people from being delayed in hospital waiting for a care package and can provide the longer-term skills to support people to avoid further hospital admissions and delay further decline in health and mobility.
We provide over 350 overnight respite breaks for carers each year and support around 150 carers with regular daytime breaks to support them to continue to provide care for family members.
Education support services include the following:
School admissions
This team runs the school admissions process which involves allocating children school places. This takes place each year for children starting school in reception or those moving up to junior or secondary level. They also manage in-year admissions when children move schools within the city or move to the city and require a school place. This year we have allocated 2,663 places for children who started school in September 2023, 3,010 children who moved from primary school to secondary school and dealt with 5,978 applications for in-year places either to move school or for a new school place.
School place planning
This team forecasts the number of school places that will be needed in the city in future years based on birth rates and overall growth in the population and then plans how this demand will be met.
Attendance
It is a requirement for children over the age of five to be in education until 18. This team supports schools to ensure attainment is as high as possible. Currently, attendance rates in Peterborough are 94% for primary and 90.9% for secondary.
School improvement
This team works with schools to support leadership and best practice in education leading to improved quality of provision, including the safeguarding of pupils. The team also carries out statutory functions relating to the moderation of teacher assessment in writing at the end of Key Stage 2 and the administration of the statutory tests in primary schools.
Early years
Our early years work includes ensuring enough provision in the city to support children in pre-school and nursery settings before they start school. It also looks to make sure families are aware of the support from Government to access free childcare and that children are prepared and supported to start school. Known as school readiness, this is about ensuring children can use the toilets, dress themselves and complete other tasks so that teachers can spend the most amount of time teaching.
Governor services
Every school has a governing body, and this service provides support to the governing bodies of 65 Peterborough schools.
Education safeguarding
The postholder works as part of the school improvement team ensuring that schools meet all their statutory responsibilities in terms of safeguarding and receive guidance and support in this area. The postholder also works in partnership with schools and other stakeholders in more complex safeguarding cases to help ensure children and young people are safe and supported.
Targeted Support (which used to be called Early Help) is the support we give to children, young people and their families. These families have needs that aren't met by universal services that are available to everyone, like health services and education.
There are 45 staff working 365 days a year across the city to keep it clean and tidy.
Housing Needs provides housing advice and emergency homelessness assistance to residents of Peterborough.
The team is responsible for preventing homelessness where possible or providing support and accommodation to those who become homelessness until a suitable permanent home can be found.
The service also commissions advice and external support services to help people remain in their home or to leave the streets if they are rough sleeping.
The team also manages 300 units of temporary accommodation and two permanent traveller sites in the city.

Finance
Our finance team prepares the Medium-Term Financial Strategy which sets out how the council will spend its money over the next three years to deliver the aims and priorities of the council. The strategy determines the amount of money available and how this will be allocated between services. It ensures that the council delivers a ‘balanced budget’ each year, something it is legally required to do.
Human Resources
The HR and Development service has a number of functions which sit within it. These include recruiting, training, workforce planning and developing staff as well as supporting through the Occupational Health and Wellbeing team. There is also the requirement to ensure our policies and processes are compliant with employment legislation, easy to understand and supportive.
The team is responsible for the council's benefits package and wider terms and conditions which include several different pay structures. Any change related programme affecting services which has staffing implications, as well as manager and staff enquiries, are addressed within this team.
